OBC Non Creamy Layer (OBC-NCL) and Creamy Layer (OBC-CL)
OBC Creamy Layer (OBC-CL): If the parental income of the OBC candidates is above Rs.4.5 Lakhs and above will be considered as OBC Creamy Layer.
OBC Non-Creamy Layer (OBC-NCL): If the parental income of the OBC candidates is less than Rs.4.5 Lakhs will be considered as OBC Non Creamy Layer.

JEE Reservation for Other Backward Class NCL
For candidates belonging to OBC Non creamy layer only, 27% of the seats are reserved in all IITs, and ISM Dhanbad. For the purpose of reservation of seats in JEE Advanced 2013, a candidate will be considered as OBC only if he/she belongs to the Non-creamy layer of the central list of Government of India in OBC category.
In case the reserved seats in this category are not filled, they can be filled by GE category candidates.

Attested copies of category certificates issued after January 2013 by a competent authority in the prescribed format must be submitted to the concerned Zonal IIT along with the registration number of JEE Advanced Exam during 8 May - 31 May, 2013

OBC Non-Creamy Layer Certificate for NITs admission thourgh JEE Main Counselling
OBC candidates will be required to produce original certificate issued by the competent authority at the time of counselling as well as at the time of admission, failing which they will not be considered for admission.
Note : No need to enclose the OBC NCL certificate with the JEE Main application confirmation page.

State list OBC Candidates who are not in OBC-NCL central list must choose General. The OBC cremy layer candidates are considered as General candidates only.

kindly enclose your OBC NCL format alongwith application. If in case, you had already sent the application forms, kindly enclose a covering letter and mention about your application number and other details, and forward another letter to IIT JEE Guwahati Zone. They will accept it. You can reach them by calling to their IVRS.
I am OBC (ncl) Should I send the certicates that I got during form submission or my OBC certifate along with application form ?
Yes, You have to send the certificate (form of certificate to be produced by other backward classes applying for admission to central educational institutions) you got during form submission. Dont send your own OBC certificate.
I havent received the OBC-NCL certificate yet. So, I cannot submit the certificate along with the JEE application. Can I do it at a later stage ?
You should send the OBC NCL certificate after May 8, 2013 to the zonal IIT for IITs and at the time of counseling for NITs. No need to enclose with the JEE main confirmation page.

It is enough to apply for OBC NCL now, because it is enough to submit the OBC NCL certificate at the time of JEE main counseling. So you can proceed as you applied already.

You no need to attach the OBC NCL certificate with the application. It has to be produced at the time of JEE main counseling and at the time of admission only.
What is the validity of OBC NCL certificate, Is it only Six months ?
It is enough the OBC NCL certificate should be issued after May 31, 2012. If you apply for the certificate it will be valid still you get the JEE admission.
